De-Spawning bases, Lots of littered bases every where on server 1 and it quite annoying when you're trying to build and there's just a play pole placed randomly in the town so we can't build any where near it

I think exile already checks if the plot pole(flag is being maintained but I'll have an extra look and see what we can do as soon as I get back home again.
