make RHS uniforms available

We have so many weapons available but uniforms have been overlooked, it is a shame that we can only the vanilla uniforms, some of which dont even work that well for Taviana. It is such a waste on my computer to only use half of the mod.

Data has told me the issue, unfortunately is this a low prioritized matter and will first be look at when the server works flawless or if I get bored to only fix bugs :D

This is a bug regarding RHS, since exile uses independent soldiers as characters and these are not allowed to wear the RHS uniforms
