Restart Warnings/ Vehicle Auto-Lock

There were restart warnings on the server previously I miss those.

Also could we please make it so vehicles auto-lock when the server restarts, at least outside of trader zones, or at minimum upon unscheduled restart.

Getting rubberbanding when logging out close to restart. Causing vehicle loss because the server doesn't recognize it was locked so close to restart. Why not make it auto-lock at reset?

My mission today can be to write a new notification system for restarts. A auto-lock is against my opinion, park and lock your vehicles 5 min before restart and there shouldn't be a problem.

A modified restart notification system has been created and only awaits to be pushed to the server.
